Judith Fenelus is of counsel and strategic partner to CIG. Judith is the founder and CEO of the JPF Group, a public affairs and government relations consulting firm that partners with nonprofit organizations, foundations, and mission-driven entities to advance legislative priorities and navigate complex policy environments. With more than 20 years of experience across government, advocacy, and public policy, she brings strategic clarity, disciplined execution, and trusted leadership to organizations seeking meaningful and measurable impact.
Judith served as Chief of Staff to New Jersey Assemblywoman Shavonda E. Sumter, where she led legislative strategy, government relations, communications, and stakeholder engagement for more than a decade. In this role, she served as a principal advisor on policy development and political strategy, managed intergovernmental relationships, and worked closely with advocacy organizations, philanthropic partners, and state agencies to advance legislative priorities impacting thousands of families across New Jersey.
Judith holds a Master’s degree in Public Policy and leads with integrity, accountability, and a clear commitment to helping clients achieve sustainable policy and legislative outcomes.
