Gerville “Gerry” Gibbs, Jr

Founding Principal

Gerry Gibbs is a founding principal at Capital Impact Group and a trusted leader in public affairs with over 30 years of experience across legislative, policy, and political arenas. He has held senior roles at the New Jersey Department of Treasury, where he helped manage the state’s pension investments and oversaw public finance operations. Gerry’s expertise spans lobbying, financial services, business development, and real estate, supported by deep bipartisan relationships at every level of government. A former presidential appointee under President Clinton, he also brings high-level federal experience from the Departments of Labor and Commerce. His political background includes senior advisory roles in gubernatorial and presidential campaigns, and service on transition and foundation boards under Governor Phil Murphy. Gerry began his career in Congress and remains committed to advancing progressive policy through both public and private channels.

Eash Haughton

Director of Public Affairs

Eash Haughton is Director of Public Affairs at Capital Impact Group, where he leads advocacy, procurement, and business development efforts across sectors. With a strong background in policy, communications, and issue advocacy, he brings experience from both government and private consulting, including roles at a top national public affairs firm and within the offices of Governor Phil Murphy and the New Jersey Department of Education. Eash’s public service roots run deep—he has advised legislators, worked with urban policy institutes, and currently serves on the Mercer County Community College Board of Trustees. A 2021 Eagleton Fellow and 2024 New Leaders Council Fellow, he was recently named to Insider NJ’s Top 100 Lobbyist and Rising Generations lists. Eash holds degrees from The College of New Jersey and Rutgers University and remains active in civic leadership statewide.

Sabeen Masih

Senior Vice President

Sabeen Masih, Senior Vice President at Capital Impact Group, brings wide-ranging expertise in public affairs, legislative strategy, and regulatory policy across New Jersey and Pennsylvania. She specializes in healthcare, cannabis and alcohol licensing, and energy policy, while guiding clients through New Jersey’s complex state agency processes. Sabeen previously held roles with the New Jersey Department of Human Services and the Philadelphia City Council, and has served in advisory, communications, and legislative positions at both the local and state levels. Beyond her policy work, she is a passionate mentor and advocate for women in politics, with leadership roles in organizations including the Women’s Political Caucus of NJ, the NJ AAPI Commission, and Senate Majority Leader Weinberg’s Working Group on Harassment in Politics. A dual-degree graduate of Drexel and Rutgers, Sabeen is a respected voice in the state, consistently recognized among New Jersey’s top leaders and changemakers.

Gene Mulroy

Founding Principal

Gene Mulroy is a founding principal at Capital Impact Group and a trusted voice in New Jersey government affairs, with more than three decades of experience helping clients navigate complex political and regulatory landscapes. He’s built successful advocacy programs for corporations, associations, and nonprofits at both the state and federal level, and has led national grassroots campaigns around a wide range of public policy issues. Gene has also served in senior roles at the New Jersey Department of Treasury and Department of Law and Public Safety, and was part of Governor Phil Murphy’s transition team. A former political columnist for NJBIZ and frequent guest lecturer at Rutgers’ Eagleton Institute, Gene brings a deep understanding of policy, politics, and public communication. In 2020, he was appointed to the State Athletic Control Board, where he helps regulate combat sports throughout New Jersey. He holds a master’s in political science from Rutgers and is regularly featured on InsiderNJ’s Power 100 list of New Jersey’s most influential leaders.

Briana Piserchia

Office Manager

Briana is the Office Manager at Capital Impact Group, where she handles a wide range of responsibilities that keep the firm operating at its best. From coordinating meetings and managing schedules to supporting policy research, client communications, and event planning, she plays a vital role in day-to-day operations. Briana also oversees CIG’s digital updates, including website management and newsletter distribution, and supports the team’s legislative tracking efforts. Before joining CIG, she spent over seven years in the Governor’s Office, working in both the Counsel and Policy offices, where she gained deep experience in state government operations. Her background, combined with her organizational skills and attention to detail, makes her an integral part of the firm’s success.

Elizabeth "Libby" Vinson

Vice President

Libby Vinson, Vice President at Capital Impact Group, brings more than two decades of experience in government affairs, with a strong track record of leading policy and advocacy campaigns at both the state and national levels. She specializes in healthcare and human services and is known for building effective coalitions that drive legislative results. Libby led the creation of New Jersey’s Legislative Disability Caucus, working alongside lawmakers and advocates to establish one of the first formal forums in the country for advancing disability policy within a state legislature. Earlier in her career, she spent nearly a decade at the New Jersey Business & Industry Association, where she managed lobbying efforts across education, workforce development, and federal policy, and directed grassroots engagement statewide. Libby is a graduate of Lehigh University and holds a master’s degree in public affairs from Rutgers University. She remains active in local politics and community leadership, serving on the Board of the Millhill Family Development Center and other civic initiatives.
