Gene J. Mulroy


Founding Principal

Gene is a founding principal at Capital Impact Group (CIG).

He specializes in developing government affairs and advocacy programs in New Jersey and Washington, DC. He has successfully represented corporate, member association, and not-for-profit clients before the State Legislature, Governor’s Office and State agencies for more than three decades. He has also managed national grassroots campaigns in support of a host of different public issues.

A voice in state and national politics, Gene has served in varying capacities for presidential, gubernatorial and legislative campaigns.  He was a member of Governor-elect Phil Murphy’s transition team and is routinely listed on InsiderNJ’s Power 100, which ranks key players in New Jersey politics across a broad spectrum of industries and disciplines.

Gene has held positions in state government with the NJ Department of Treasury and the Department of Law and Public Safety. He is a former columnist for NJBIZ, the state’s largest weekly business publication, where he regularly reported on legislative matters affecting the business community. Named to Business News New Jersey’s “Who’s Who” list of the most influential business people in New Jersey, Gene has lectured at the Eagleton Institute of Politics, Rutgers University, and provided commentary for television news and public affairs programs.

In 2020, he was nominated by the Governor and approved by the State Senate to serve on the State Athletic Control Board, which regulates all combat sports within the State of New Jersey, including licensure and supervision of promoters, boxers, kickboxers, mixed martial artists and ring officials.

Gene was a graduate Fellow at the Eagleton Institute of Politics, Rutgers University, where he earned a MA in political science with a professional concentration in public policy and holds a BA in political science from the University of Massachusetts at Boston.
